"This is a legitimate, honest review based on my horrible experience with Empire PM as a property owner. My previous reviews keep "mysteriously" disappearing, but I persist because my message is important: WARNING, INCOME PROPERTY OWNERS! After having a terrible experience with Campus Connection (don't recommend them either), I was very hesitant to hire another property management company. But due to time constraints, I needed help finding tenants and managing my rental. (James) Ed Waggoner at Empire Property Management came highly recommended to me by someone I trust. He even led some workshops with the Lane Rental Owners Association, which I mistakenly thought added to his credibility. Ed and I talked about the problems I had with CCPM and what I needed from a company like Empire. He assured me that they would be better and explained why. Feeling like we were on the same page, I signed a property management contract with Empire. It took them a long time to find tenants for my vacant unit. When they finally did, Ed assigned their newest employee, Charmaine to manage my rental unit. She had just moved here from New York and was unfamiliar with Oregon landlord-tenant laws. Immediately, the new tenants began repeatedly violating their rental agreement, including smoking on the premises (which was clearly prohibited), tampering with a smoke alarm, making unapproved changes to the property that resulted in damage, littering cigarette butts on the property, having an unauthorized person living with them, cluttering the carport with unauthorized items, and making disruptive noises such as banging walls, shouting, and playing loud music. When I reported these violations to Charmaine, she initially addressed them. But as they continued, she started ignoring me. She did not return my phone calls, text messages, or emails, and she stopped addressing the tenants’ violations altogether. These issues persisted and Charmaine remained unresponsive until I informed Empire that I was terminating our contract due to their breach of duties and threatened to report them to the Oregon Real Estate Agency. During this time, Ed made no effort to communicate with me or rectify the issues, which I found quite irresponsible since he’s Empire’s owner and was losing a paying client. The only time Ed responded was to attack my character for leaving an honest review (on another site) of my negative experiences with Empire PM. Ed’s actions publicly validated the unprofessionalism and incompetence I encountered while dealing with him and his staff. And his retaliatory comment was deleted due to libel and defamation of character. The bottom line is that Empire PM’s owner and staff acted inappropriately and repeatedly ignored my valid, substantiated concerns while still collecting their 10% fee. I have text messages, emails, and photos supporting my claims, and an unbiased third party witnessed one of the more serious violations. I have absolutely nothing to gain from writing this review. I just want to help other rental income property owners avoid getting ripped off, especially those who are out of town/state/country and can’t monitor if Empire PM is upholding their contractual responsibilities."
