"I lived there for 3yrs and each year was worst than the previous one. My first year there, several tenants were placed on notice due to the books being cooked because someone in the rental office skimming money off of rent payments and security deposits. And while that person was fired, the tenants were consistently bothered about payments that were made in full. They couldn't keep consistent records, often telling me I owed money when I actually had a credit due to them imputing my payments in DAYS after I dropped it off (I drop my rent on the 1st, but it's not logged in until the 17th making it appear that I did it late which is why I did money orders and in person so I can have a receipt showing the date to combat their neglectful discrepancies) forcing me to have to "come in to discuss it" as if I have the luxury of doing so every few weeks from work for THEIR mistake. While on that subject, EVERYTHING is last minute or never communicated in a timely fashion: lease recerts, maintenance coming by, changes to the neighborhood (more on that soon), etc. Everything was urgent because it was last minute. A December recert wouldn't get done until March and by then it's such "emergency", not because it's for the tenant but because their job is on the line for being late. Did I mention they can't keep a property manager? I loved there 3yrs and met 7 different property managers. Each worst than the last, all with power complexes and broken promises to make and keep the community better. Residents were told they aren't allowed to sit on steps, which for a lot of the elderly people, it's how they communed with other residents and had a moment to get outside without forcing them to HAVE to go to far to sit. Then, they couldn't use their own lawn chairs to be outside since using the steps also created and hazardous walk way. Their solution: ONE bench at the edge of the grassy area that's a bit of a walk for some who struggles to get around, usually occupied by the drug users & dealers. Oh, did I mention the rampant drug activity, shootouts, and car break ins that they're aware of but do nothing about? How about the pests? And we're not talking just mice. The appliances and plumbing that are ALWAYS broken (it's radiator heat and you have no control over when it's on or off, so I would have to run my AC year round to balance it out)?? I knew a family that was displaced because the floor was actually and ACTIVELY collapsing. Yes, the living room floor was bowing because of a pipe under it was leaking, weakening the structure and therefore giving way. To this day the floor is STILL terrible even after being "fixed". Security patrols are a joke and more than likely working with the drug dealers because there are no arrests, violations handed out, evictions due the activity, nothing. The tenants that are dedicated to paying bills and want to live in a community with others who care about the property are constantly harassed with false information (late rent, violations that didn't occur, they never did their recerts, etc) when the blame and lack of paperwork filled out in a timely fashion, "late" rent payments, etc falls SQUARE on their shoulders. And the owners in their HQ in New York aren't active enough to fixed the problems because to them, as long as the money rolls in, screw the tenants. Just pay on time and line their pockets. I had enough of it all and moved ASAP. If you don't mind constant issues with pests, mice in the walls, squirrels in the vents of the bathroom (yes, THAT happened my 2nd yr), noise at ALL hours of the night, weekly shootings, constant fire trucks, police activity due to the drug sales and violence but no arrests or changes (despite a Balto Co Police Department station RIGHT AROUND THE CORNER), management office harassment, misinformation, last minute business conducted, shoddy appliances, inconsistent heating, no effort to make the necessary changes to not only the apartments but the property overall then this is the place for you. Personally, I wouldn't recommend this place to anyone. Utterly terrible."

"Grounds are kept clean. Maintenance does the bare minimum. Have issues with alot of cracking, chipping and peeling paint. Their answer is to scrape it and paint over it only to have more chipping and peeling paint all over again.had issues with rats and mice. Then when I moved out, they tried to keep my security deposit by saying my carpet was damaged. I lived alone and there was no damage. I took pictures and sent them to corporate and ended up getting my full deposit. AlWAYS take pictures! These are also very small apts and the walls are paper thin. There is a HUGE drug problem here. I would not recommend these to anyone! I found a nice place not far from here and am very happy!"

"Lived there for 10 years. Was nice in the beginning. Then office people changed and maintanance crew changed. Shootings on property started happening. Drug deals going on in the open became more prominent. Office personal and maintanance is a joke. Office started telling people you can not decorate outside for the holidays. You were allowed before. Made you pull up plants you planted mice became really bad. Bought my own snap traps and caught 12 mice in one month."

"I just feel like rental office is prioritizing the wrong things. I understand you have to do your job as an administrator, but to have correspondence left a your door every day about a different complaint, but to never have the facility cleaned and the surrounding areas maintenance makes for a frustrating experience as a resident. They also don’t have any working phones listed online so speaking to them is difficult and all of the programming they offer is done at noon during the weekdays making it very difficult for working residents. A consistent theme."
