The Electrical Training Center is located at 108 Covern Street in Houston, Texas. As a university specializing in electrical training, the institution is known for producing the finest electrical workers in the state of Texas through the Houston Electrical Joint Apprenticeship and Training Committee Programs. Sponsored jointly by Labor and Management, this educational partnership ensures that electricians and telecommunications technicians are well-trained and up-to-date with the latest industry standards.

The institution follows a non-discriminatory policy in recruitment, selection, employment, and training of apprentices, with applicants required to be at least 18 years old. The Houston JATC charges a $25 application fee, which must be paid in the form of a money order. Applications are accepted in person on Wednesdays at the school campus.
