"I'm not feeling very appreciated by Highmark Res. Their extremely slow response to the reimbursement for my excess electric bills for the malfunctioning water heater is inexcusable. Their assertion that TECO's rate increase in one year equaled $100 for three months is ludicrous. The $300, that you informed me had been approved, still hasn't been received. The most outrageous part of the whole fiasco is their insistence that the reimbursement MUST only be made in the form of gift cards."
