Our department is structured into three key divisions, with the Department of Finance - Procurement Division being the primary agency responsible for procurement activities for Knox County and its affiliated agencies. Governed by the Knox County Procurement Code, we oversee supply management, centralized procurement, and the supervision of all services purchased or leased for the County. Our responsibility extends to issuing Purchasing Regulations to guide all County operating entities subject to this Code.
While department heads may appoint requisitioning and receiving agents, purchasing oversight remains under the County Mayor's direction, with the County Commission's approval required for contracts exceeding $100,000 or modifications increasing expenditures by $25,000.
To maintain fiscal responsibility, we employ a pre-encumbering process to reserve funds from the approved budget before placing orders with vendors, ensuring spending limits are respected and that vendors are promptly paid upon satisfactory receipt of goods or services.
