"Some apts are HUD subsidized Section 8 & Section 42 and others are standard priced. Rent goes up once a year but didn’t during the pandemic. It went up this year. Cleaning the building’s outside & the cement stairways & entryways, and hose washing the windows was done once a year. That stopped when pandemic began & hasn’t restarted. Stains are never removed. From word of mouth & my own observation, the standard rent apts are better cleaned & repaired after a move out than the subsidized. This year, emptied apts are getting fake wood floors instead of carpeting, except in the bedrooms. My Section 42 apt had old carpeting when I moved in, 2013, the toilet plugged up (after 3 repairs in my first year, the toilet was finally replaced with a new one), air filters above stove & on bathroom ceiling were old & blackened when I moved in, & bathroom sink had (has) rust spots. Smoke alarms & HVAC filters are replaced once per year, but a new rule requires the tenant buy & replace smoke alarms and anything else broken by use began after pandemic ended. Every part that’s used by tenants now has to be bought by the tenant. Top floor Apts have high & vaulted ceilings so when my smoke alarm died, I called Maintenance & asked for a step ladder. The office person realized I had a vaulted ceiling so said their repairman would do that job. (Smart to stop a chance of my falling off a ladder & suing them) HUD’s Section 42 discounted apts are not publicized. The nonprofit Boise City/Ada County Home Authority has a list of them."
