"My wife and I moved into The Apartments at 23rd & Cherry St owned by PMC Property Group in Philadelphia, PA. We ran into issues with our unit literally the moment we entered the apartment. Our move-in date was August 2023, and the following are the issues we walked into on move-in day: Trash and nails on the kitchen floor. Water all over the kitchen island. Kitchen appliance parts left on the counter. Chips and marks on almost every door and door frame. Paint or marks on walls. Wood or paint chips on the floor. Stickers left on shower glass. Broken and marked base boards. Gaps between base boards and floor. Bedroom window was left open when I arrived. Bedroom window does not fully open or close. Panels in between windows are broken or peeling off the wall. Living room window latch handle broken off. Living room window does not fully open or close. Ceiling board above bedroom window seems to have water damage. Concern for leaks, mold, unsanitary conditions. [Other] ceiling board above bedroom window has significant gap - not flush to the window nor to the rest of the wall/ceiling. Concern for pest intrusion. Ceiling board above living room window is non-existent/unfinished. Some window panes not flush to wall (visible gaps between walls and boards). Dirt, mud, or grease inside some cabinet doors. Dirt covering the entire kitchen stove. Dirt (footprints) all over the bedroom floor. Dirt piles in the laundry closet. Fixing these issues postponed our move-in by about a week. On September 9, 2023, our ceiling started LEAKING from rain. I write this review on October 14, 2023 and my ceiling is STILL LEAKING literally as I type these words. We tried calling Emergency Maintenance multiple times. Every time they tell us someone will reach out to us....nobody ever does. Diane Green (property manager) has told us time and time again that this will get fixed. Today is the 6th time our ceiling has leaked and nothing is fixed. I deeply regret choosing this property to live in. *** 11/21/23 UPDATE: I was told by my property manager, Diane Green, 2 days ago that the leak has been fixed. I came home today to my ceiling leaking AGAIN. It has been over 10 weeks since this issue first occurred. To make matters worse, Diane keeps telling me that she cannot discuss compensation with me until this issue is fixed. So for the last 10 weeks, my ceiling has been leaking, all my furniture has been scattered around the apartment to keep them dry, and I haven't received anything from PMC or this property this entire time. It might be time to sue."

"This entire property management group is a joke. We just moved into the apartments at 23rd and Cherry and almost everything we have been promised would be fixed/completed in August has not been done. It is now the end of October. We still have an incomplete balcony, walls and doors that have not been painted, the dirtiest windows (floor to ceiling!) from the outside due to the continued construction and no one cleaning after a job is done, broken side boards, chipped cabinets, a broken balcony lock, the list goes on and on. A few weeks ago we watched at they hung up a dinosaur on the roof, but there is still no light on the roof for those with dogs, and no way of using the grills as they have not been set up. Really shows you where the priorities are at, and its not the people who pay to live here. The best part is we paid an early termination fee at our last building because we were told our apartment would be ready earlier than anticipated! So that’s exactly what we did. Big mistake! The responses we have gotten from the property manager Diane Greene have been unprofessional and did not solve any of our ongoing issues. We keep getting told it will be done, and it never is…We have to call and text with the construction manager on daily basis and are told “someone is on the way” and then no one shows up. We have taken time off of work to stay home for a construction crew THAT NEVER SHOWS UP!!! Moving here was a horrible decision and I highly recommend avoiding working with this property group. They simply do not care. Note: I really tried working with them, and was extremely patient (3 months of waiting) before posting this review, but I have now seen how they avoid helping solve the problems and so I can not avoid sharing this."
