During the construction phase, the park will serve as a staging area for equipment and drills needed to create tunnels under the riverbed for the new power lines.

The park is the third in a series of parks outlined in the Portland River District Park System Urban Design Framework Study, with the goal of creating green spaces within the urban renewal area.
