"Little better than average pho portions are average to small amounts. Decent pho one of the better places in rochester which is not saying a lot. I spent 17 years on the west coast which the pho there is so much better. And this place for where we are at is solid and one of the three best around here."

"This is quite possibly my favorite place to go for comfort food. Literally the broth is incredible. Highly recommend the beef pho, papaya salad, and the fried squid. Their coffee with the condensed milk is also incredible. There is a good amount of food and the food is very affordable we almost always have leftovers."

"Fresh ingredients. Pho is improved quite a bit since our last visit. There are more options for small dishes to share. Fried calamari is decent. Condiments for Pho, important for those who knows to eat pho, was lacking, some sprigs of basil and bean sprouts on a small plate. Most diners, college students, do not care about it, so it has no or little attention from the owner. Service was adequate. Food came out quickly, albeit in shifts."

"We were recommended by friends who studied in Rochester Institute Technology few years ago that SEA Restaurant serves the top 1 pho in their opinion. We visited with high expectation but left with little disappointment. Dining-in is currently allowed with social distancing and the staff was really friendly. The decor is bright and clean with limited seats. The food was overall decent but was overrated and definitely not the top 1 pho for us. We tried their beef special pho with brisket, rough flank, rare steak, tripe and meatball, shrimp salad and fried squid with reasonable price $30 (+tax & tip) and great portion. The broth was flavorful and light but some of the beef was overcooked. The fried squid was the best, tender and juicy, but a bit too spicy for me. Overall, SEA Restaurant is a good place for pho if you live in Rochester, but we wouldn’t recommend to visit during your trip."
