The Ventura County Juvenile Justice institution is a local government office and school located at 4333 East Vineyard Avenue in Oxnard, California, United States. Situated on a 45-acre parcel near the community of El Rio, the state-of-the-art detention and commitment facility was completed in 2003 at a cost of $65 million, with a primary funding grant of $40.5 million from the California Board of Corrections. The facility has a total capacity of 420 male and female youth, with 240 in the detention component and 180 in the commitment component.
The facility includes outdoor recreation areas, a gymnasium/technology training center, a visiting center, medical offices, classrooms, and administrative offices. Staff amenities such as locker rooms, showers, and a dining room are also provided. Educational programming is offered through Providence School, while psychiatric and crisis intervention services are provided by the County of Ventura’s Behavioral Health Department. Additional services include medical care from the California Forensic Medical Group, cognitive behavior therapy programs, and various skill-building activities.
The institution participates in the Juvenile Detention Alternative Initiative to reform detention practices and reduce the population using risk-based criteria. The facility houses youth going through the court process and those in need of temporary custody. Specialized housing units cater to youth with mental health, behavioral, or medical issues, offering educational, therapeutic, and vocational programming. Community service projects, vocational training, and enrichment activities are also available to residents.
The Juvenile Intake unit assesses each case and works closely with the District Attorney and victim advocate to ensure appropriate handling of each youth's situation. Community Confinement allows youth to remain at home under supervision instead of secure confinement. Supervision is based on individual risk levels and criminogenic needs. The institution is committed to providing a safe and secure environment for youth while promoting rehabilitation and addressing the needs of victims in a timely manner.
