"Dear owner: why do you over book appointments when you are well aware that your short staffed? Bringing patients in on a scheduled time just to have them sit for an hour is unacceptable. Your doctor and staff are very nice people however your management of this office is unacceptable. People come to you with set appointments and they would like to have these appointments honored in a timely manner. I understand you maybe busy but you should at least take people's time as a high commodity. It seems like your focused on profit and not providing a sevice in a timely manner."
