"Partner's Place is a disaster. From day one of my lease, we have had issues. When I moved in, the couch provided by our landlord was actively decomposing, and the dishwasher was completely non-functional. The smoke detector also went off every single time we cooked something - even toast in the toaster. These issues were not resolved until nearly two months into my lease. Every month, our water bill is 5-8x higher than it should be, and no one has been able to solve the issue. The owner is perfectly content overcharging and has made zero effort to assist us. All efforts to investigate the issue - including having multiple plumbers look for leaks, obtaining copies of bills for the past year, and contacting Durham County for a proper estimate of our water usage - have been made by us, the tenants, even though the lease explicitly states that plumbing is the owner's responsibility. Also, potential tenants please be advised there is absolutely zero security or surveillance in this complex. Not even one security camera. My car was broken into in the parking lot (along with dozens of others in the area). I emailed management to inform them of the issue, and asked what measures they would be taking to better secure the grounds, as all the other complexes near us had put together improved security plans and communicated them to residents. No one responded to my email, and then less than a week after I paid $250 to get my broken window repaired, my car was stolen. Right out of the most visible space on the premises. Our property broker told me that they have "never had anything like this happen," which is simply not true, as the Durham Police know. This is not the first time management has demonstrated a lack of concern for residents' safety and security: back in October, repairs needed to be done in the 3rd floor apartments, so management posted flyers ALL over the complex - particularly the ground floor - instructing tenants in those apartments to leave their doors unlocked all day on multiple specific days. The flyers explicitly stated which apartments would be unlocked, and the exact dates and times. Since the complex is not gated, any random person could have walked in and obtained a flyer essentially advertising the best opportunities to break into someone's apartment. Of course, when I emailed my broker to ask what security measures would be implemented on these days, they did not respond, because there were none."
