"The woman who answers the phone is matter of fact in their inability to do anything but process a LIHEAP application for anyone that lives on that miserable island, all 5 of them. Anyone else or anyTHING else, it’s a waste of time. I looked and the amount of government funds going in to paying to staff a building to process applications they want you to fill out online is obscene and could literally handle the food, utilities, AND job education/training for a family of 4 adults and 4 children ten times over. Why do they even exist?"
