"Injury lawyers: The Monterey police stationed at El Cuartel are refusing to enforce the city's leash law on the Colton Hall/City Hall lawn. Encourage families to visit that lawn when off-leash dogs are running around so that you can get them a huge payoff after a canine mauls a child."
