Welcome to the Binghamton University Purchasing Department

Located at 38 Hawley Street, Binghamton, New York 13901, the Binghamton University Purchasing Department is dedicated to assisting the campus community with the procurement of state-funded goods and services. Governed by the State of New York Finance Laws, the Office of the State Comptroller, and the State University policies and procedures, our department ensures that all purchases adhere to the highest standards of compliance and accountability.

Important Updates and Procedures:

Due to recent legislative changes initiated by Governor Hochul, our procurement spending limits have been revised. Effective immediately, any planned purchase exceeding $75,000 requires approval from the New York State Attorney General’s Office and the Office of the State Comptroller. This change may cause significant delays in procurement approvals, and we appreciate your patience as we navigate these new requirements. We encourage all departments to plan larger procurements well in advance, as approval may take up to three months.

Diversity and Inclusion in Procurement:

In alignment with New York State and SUNY policies, any purchase over $25,000 must undergo a process to determine the potential involvement of Certified Minority and/or Women-Owned Business Enterprises (CMWBE). We are committed to achieving a CMWBE utilization goal of 30% for all our goods and services. Please anticipate longer turnaround times for procurements over this threshold due to additional approvals required by SUNY and Empire State Development (ESD).

Efficient Requisition Processing:

For approved requisitions under $2,500 received by 2:00 P.M. via SUNY Web Procurement, our team will review and, if appropriate, assign a purchase order number by the end of the business day. Departments can then access, print, sign, and distribute the purchase order to vendors using their pre-determined departmental signatory.

Contract and Change Order Management:

Departments encumbering funds against contracts or adding change orders must complete an approved requisition and transmit it to Purchasing. This process ensures funds are properly encumbered and establishes an accounting trail for reference.

Software and Hosted Solutions:

Purchases involving hosted solutions or software require careful consideration to protect sensitive university data and ensure compatibility with campus needs. All such purchases must be reviewed by ITS before proceeding to ensure they align with university policies and guidelines.
