"ACTA, or the Program for Offenders, is an alternative housing program for the Allegheny County Jail. It is supposed to be a halfway house with a structure beneficial to recovery for alcoholics and addicts. It’s quite the opposite; a truly detrimental program that could only be described as a pit of despair. ACTA lacks any structure it may have ever had, if it did. The counselors don’t even meet with the so-called clients, so any actual treatment on an idividual basis is negleted. Without this individual therapy, forming a treatment plan obviously is impossible, so even if one wanted to work on themselves, they wouldn’t know where to begin. In the group “lectures” and group “therapy” forums the staff comes in with pamphlets taken from the big book or printed from the internet and presents them, sightunseen. It’s an embarrassment that tax payer dollars fund this abortion labeled a halfway house. Drug use runs rampant with the inmates constantly with staff knowledge, which breaks any semblance of an atmosphere of recovery. There are overdoses on drugs and even strange new drugs abused and passed around regularly. If one wanted to build a foundation for recovery or even just abstain from drug use they would be better off moving in with their drug dealer than taking a place in ACTA, because at least it would only be one individual offering the death sentence of continued drug use and not many of their peers. Here is fair warning that ACTA is truly a regression and not a solution to recovery from drugs and alcohol."
