Cedar Manor Apartments

"The apartment themselves are cute, spacious, and well-designed. I haven't had any major mold problems like the other reviews describe, other than some mold along the door frame or windows during the winter when everything is super wet and you have the heating on. It's super close to the university, within walking distance for sure. No assigned parking but there's usually plenty of street parking available so it hasn't been a huge issue. Not the quietest neighorhood ever - lots of police sirens and ambulances coming to the nursing home across the street, also a regular homeless guy who walks by and yells at night a few times a week. Overall 3/5 stars."

"At first living here was great, but as time went on that drastically decreased. There is no adequate parking. You basically get lucky and get a parking stall or have to park on the street. There is no leasing office on the property and they've had a homeless problem. When we moved in they didn't even provide us with the garbage code. There was mold growing on the doors, closet walls, and windows. We tried everything from dehumidifiers and cleaning it with a mold cleaner, but it would always come back. Maintenance is extremely rude. During a routinely maintenance check we asked the maintenance worker if he could put on shoe covers as we didn't want debris on the floor and it was during COVID and we've been extra cautious. With little effort of trying to put the shoe covers on he got upset, threw them on the ground, and said he'd contact the office. Very unprofessional. One day maintenance had to enter the apartment to fix something in the bathroom and left mud stains on the bath math and floor. Walls and floors are very thin. We could hear our downstairs neighbors' music playing and it vibrated our floor. We constantly heard our upstairs neighbors' dog running around and dropping things. I am so happy I moved out and I am much happier and feel much safer and welcomed at my new place."

"Not professional, slow to fix critical repairs, little to no access to management or maintenance."

"The company who owns this small apartment complex are very unprofessional. Five Star Builders are based in Banks, so there is no management on the property. I have spoken with Tina many times and she is extremely rude and does not know how to communicate. Our apartment started growing mold because they built this building as cheaply as possible (Even though they call themselves Five Star Builders) so moisture kept coming in under the baseboards (I talked to many tenants and they all said the same thing). We informed management multiple times but they did not do anything about it. I started getting respiratory issues and we found out that the mold had spread to our bedframe. At one point, we were without hot water for a month because management and maintenance does not communicate with each other. They announced that we could start paying for rent on the new app and when I tried to pay, the app said that 5 Star Builders had not set up payments yet. When I asked Tina about this, she replied saying it wasn't set up yet even though the email said it was, and did not give me a time frame or even a sorry. They also charged us $150 in painting fees after we left and we only used command strips so be prepared to only get half of your deposit back."

"Overall, this is a cute complex with newly built units in a convenient location in Forest Grove. However, there are a handful of things I wish I had known before submitting a deposit. Basically, Cedar Manor is not managed by a professional management company. It is managed on a (seemingly) part-time basis by a couple of employees who also work for Five Star Builders, the firm that built the complex. We were surprised and angry by two things in particular that deviated from the standard practices of most apartment complexes: First, there is no flat cancelation fee if you leave in the middle of your lease. Instead, YOU are responsible for finding someone to fill the unit, or you have to continue paying rent until the lease expires. They will help find someone, but ultimately they are not responsible if a new tenant doesn't materialize. We found this out on lease-signing day. Blargh. Luckily we left at the exact end of our lease and didn't need to deal with it, but it certainly would have been an inconvenience and a source of stress. And second, they have a "no involvement" policy towards noise complaints. When we first moved in, we lived beneath neighbors who loudly shut drawers, stomped across the floor, and dropped large objects directly over our bedroom, between midnight and 2am, every night without fail. (I wish I was being dramatic, but I'm not. I was a zombie after two weeks.) When we emailed the complex to submit a complaint, we were told that the previous tenants never complained. Wait, what? Later, we got a call from the complex and were told that they're "not allowed" to get involved with noise complaints. In essence, we were informed that they don't enforce the terms of their own leases and we were encouraged to call the police if we had an issue. In addition, there were several incidents when the lack of professionalism from the complex was irritating. Ignored emails and maintenance requests, random work and cleaning on the property without any posted notifications, threats of increased fees if the dumpster area wasn't kept clean, etc. And, finally, there is no assigned parking. They decided to build more storage units than necessary, and as a result, you end up parking on the street more times than not. It's not the worst thing in the world, but it's definitely not homey. This isn't a "must avoid" place, but it isn't a place I would live in again. I went in assuming that the complex was managed in a way that was consistent with the rental industry as a whole, and was disappointed when I found out that it's managed by a general contractor who cut just about every corner it could to increase revenue. (It was suggested to us also that the buildings were put up in a rush, which would explain the mold that was discovered in the sheet rock of our 2 y/o unit.) Nowhere is perfect, but my experiences here were enough to merit posting a review."
