He told me that he could give me $10 off that would put the test between $60-$70. I tried to negotiate a better price which he would not do. Once I got there they said, 'oh, it's $50 for the brake inspection, $50 for the light inspection, plus cert. So about $115, and that it would take 2-3 hours. I assume they get a lot of business like this due to the misleading ad on their website. I called this shop (Brake and Lamp inspection).
