"PORTSMOUTH β A domestic violence prosecutor who resigned after his April 21 domestic assault arrest was arrested again Thursday on upgraded charges of second-degree assault. Vincent "Vinny" Marconi, 27, of 10 Merrimack St., was arrested June 8 on the harsher charge, based on "the severity" of the accuser's injuries, Portsmouth Police Capt. Janet Champlin said. The allegations involve the same incident and accuser, but the second-degree assault charge reflects "protracted injury" inflicted on the victim, Champlin said. A police log entry for the incident states that "the female was punched in the face and her front teeth are dangling." Champlin would not confirm that report, saying there "is injury to her mouth, but I don't want to go into specifics." Marconi is scheduled to be arraigned in Portsmouth District Court today on the initial charge of simple assault and is being represented by attorney Jim Loring. Champlin said it will be prosecutor Susan Boone's decision whether to drop that charge and go forward only on the second-degree assault complaint. Marconi was arrested at his home Thursday evening after his attorney had been advised a warrant was issued, Champlin said. The following morning, he was released on $5,000 personal recognizance bail and is scheduled for a July 17 arraignment in Portsmouth District Court. The day after his May 21 arrest, Marconi resigned from his position as a Strafford County domestic abuse prosecutor. Police allege he punched his girlfriend in the mouth during an argument in a car parked on New Castle Avenue and after the couple left a party. Portsmouth police were notified of the incident after the woman was treated at Portsmouth Regional Hospital for lacerations to her mouth, which required an unspecified number of stitches. Strafford County Attorney Janice Rundles told the Herald that Marconi was employed by her office as an assistant county attorney, assigned to prosecute domestic batterers, for approximately six months. Rundles would not say if he was asked to resign."
