And note that those scapegoats are disproportionately minorities, no doubt because white police brass determined their fates. I am not deliberately playing the race card but facts are facts. Philadelphia does not have a police department, it has a felonious gang that masquerades as one. But unlike other gangs, the Philly PD has the power of the so-called justice system to use as a weapon against their enemies (all whistleblowers)."
