His leadership was instrumental in the planning and implementation of significant projects, including the Long Beach Civic Center and the city's $150 million infrastructure investment plan.

Appointed as City Manager in April 2020, Tom Modica is driven by a commitment to innovation, data-driven decision-making, and strategic planning. His focus areas include ending homelessness, enhancing employee engagement, and ensuring strong fiscal management for the city's future. With a master's degree in Public Administration, Tom brings both academic and practical insights to his role, living in Long Beach with his family and actively engaging with the community.
