"I have been using Jubally for my HCAD protests since 2015/16 and other than just one year I have been able to get my taxes/value reduced. Without question it is worth the $80 to get the report. It is a very detailed and thorough report of comps and why they are valued the way they are and how they are comparable to yours. I go to each property they list and take a picture of it then give the review board all the pictures to look at. That has always worked well for me to have my properties value reduced. The don't always accept the Jubally value but are typically in the neighborhood. I've never used a consulting service before so I can't compare but I do know your going to spend more than $80.00. "Just got done with my ARB hearing today for 2020 tax year (pushed back a few times due to COVID) and I was able to decrease my property value by about $22K off of HCAD's market value (which was also below where my appraised value was). Jubally provides a really good basis for their argument in the Uniform & Equal protest. The past two years, I also added in HCAD's 5 comparables to take it a step further. Typically, either the individual at the informal hearing, or the ARB board will see it the same way. This saves me hours of research on my own! One other good thing is that Jubally allows you to "refresh" your report as often as you need to. From the time I first downloaded, until today (which was at least a 6 month spread), the comparables market values had dropped, and so their suggested value also dropped. Another cool note, is they let you see the value before you even pay for the report. So lets say that you don't see any tax savings with their suggestion, well...just don't pay for it. I've emailed them a few times and always get a response, so I recommend Jubally to anyone I know protesting their value."
"I believe 3 stars is a fair review. Jubally provides you one of two protest options based on your situation: Market, or Uniform & Equal. My experience is specifically about the U&E approach. Pro: 1. You may be lucky and get an ARB board who is swayed by their analysis 2. I found the process informative and interesting, it's worth trying at least once. 3. They do have a money back guarantee, so you can't complain about money. But you will definitely spend your time, notably two half days off work to attend your informal and formal hearings. This may be irritating after you learn that the logic is not as solid as Jubally makes you think it is. Con: 1. Most importantly, the U&E protest Jubally describes in their documents is flawed and your ARB board may not be fooled by it. Jubally cites tax code 41.43 (2) b. (3) as the basis of your protest. In their description, HCAD is required by law to agree to your protest if you can show a 'reasonable number' of comparable homes, properly adjusted, have a median value below your appraisal. This is how and why Jubally generates their comparison report. This is NOT quite the truth. When you read the full tax code, there is also a b. (1) and (2) which are listed as alternatives. HCAD does not have to agree to your U&E analysis if they determine the appraisal ratio of your home is similar or less than other appraisals in your district, or a sample of homes within it. TLDR: When you go tell the board that you have 10 adjusted comps with a price below your appraisal, the HCAD representative can simply refer to hundreds of other appraisals in your district, including recent sales, which will be far higher than your analysis result. This basically eliminates any power that the U&E approach has. In stark contrast to Jubally's language that the ARB board would be legally compelled to obey my analysis, they were hardly impressed and simply ignored it. There is no point filing a protest beyond this point because the fees they charge are as much as the cost of the tax increase you are trying to avoid. 2. Both my informal and formal hearings recognized the Jubally packet. This strategy may have been clever and effective for a couple years when it was new, but it is clear that their management have become aware of their process and they know how to handle it now. Probably they had some closed door meetings about it when they figured out they were losing money suddenly by all these people bringing in packets."
