Our Tax Assistance Program (TAP), Tax Clinic, and Financial Capability Program guide individuals towards a brighter future by helping them access critical tax refunds, financial aid for higher education, and free financial education. We have helped thousands of low-income households secure over $19.1 million in tax refunds, turning dreams of college into reality for many students.
As a Certified Acceptance Agent (CAA), we assist taxpayers in applying for or renewing Individual Taxpayer Identification Numbers (ITINs) to meet tax filing requirements and secure important tax credits. Since our founding in 1994, we have served over 750,000 people and returned $1.42 billion in benefits.
Our organization was originally established in 1994 as a volunteer effort to provide free tax return preparation services to those in need. Since then, we have expanded our programs to include college financial aid assistance and financial education. In 2018, we acquired the Center for Economic Progress to further our mission of helping individuals climb out of poverty.
Through the generosity of our partners, volunteers, and donors, we are able to provide free services that result in an estimated $30 in economic benefits for every $1 invested. Join us in making a difference in the lives of those striving for financial stability and success.

"I went to the Harold Washington Library location. They were very knowledgeable and professional. If they don't know an answer to a question, rather than tell you anything, they ask a supervisor for accurate information. It is very organized and runs smoothly! Lol, I recommend this location! Also, very important, if you're single and have an annual income of $60K or less, you can get your taxes done for free. You need your State ID and social security card. Make sure you have a payment arrangement with the IRS if you owe them. I didn't know the IRS put codes on your W-2 forms for none payment. Ladder Up will not do your taxes if the IRS flagged you! Call to make sure you qualify. I actually got a state refund for 2022, I paid extra to the IRS, and still owed 2022!!!!"
"This review is not only for the HW Location, it is for Ladder Up in general. After having called Ladder Up 10 times over the course of 3.5 weeks and not being able to reach anyone to make an appointment, I decided to just show up in person. Here are my pros and cons: Pros: It is a free service. Cons: It took 5 hours to get my taxes done, but I was not upset about the wait time, because after reading some of the other reviews I was prepared to wait that long. What shocked me was the segregation. I have never seen anything like this in my life before. I heard Chicago was a very segregated city but to witness it with my own eyes at a so called reputable organization was just appalling. I have experienced racism before but this was something else… I’m taking the time to write this review because I’m in shock. I’ve never heard or seen anything like this in my life before."
"It's important to have all of your documents ready to go. These are very professional kind volunteering people who help everyone out with their taxes as long as you fit in their perimeter. Make sure you don't get an attitude with these people they are there to help you."
"I went to Harold Washington library, where ladder up was set to help do taxes. Super organized, 4 steps from checking you have the right documents to preparing your taxes. Very nice and helpful volunteers. I was in and out within 2 hours on a Thursday."
