The Northern Correctional Institution, located at 287 Bilton Road in Somers, Connecticut, is a level five, maximum security institution designed to manage inmates who have demonstrated a serious inability to adjust to confinement and pose a threat to the safety and security of the community, staff, and other inmates. This facility is also designated for inmates who are sentenced to death or have a high bond.
Situated on 20 acres next to the Osborn Correctional Institution, the Northern Correctional Institution provides a highly structured, secure, and humane environment for inmates. Through positive behavior and program participation, inmates have the opportunity to return to a less restrictive facility.
The institution was completed in January 1995 and received its first inmates in March of the same year. Over the years, the facility has housed Connecticut's death row inmates, the Chronic Disciplinary Unit, and the Special Risk Group Threat population. Changes in the inmate population and programs have occurred over the years, with the goal of maintaining safety and efficiency within the institution.
In July 2013, high bond inmates began transfers to the Northern Correctional Institution as part of a restructuring plan to utilize available bed space more efficiently while continuing to provide programming for inmates and opportunities for staff development.
