Replacing a capacitor on an AC unit is super easy (done it several times), The safety measures (disconnect unit and discharge capacitor) are basic. It's far less risky than replacing an electrical outlet which any DIY homeowner has done a hundred times. Home Depot even sells these things. The policy not to sell these to people is about protectionism of the trade, not safety. It's insulting and ridiculous."
