Our consultancy director, Ian Storkey, brings over 38 years of experience in financial markets and public sector debt management. With a background as an international consultant and a former member of the New Zealand Treasury (Debt Management Office) in Wellington and London, Ian has focused his work on providing policy advice and project management expertise to government clients. His areas of expertise include public debt, cash, and risk management, treasury and debt/risk management systems, and operational risk, including business continuity planning.

Ian has also collaborated with the World Bank to develop the Debt Management Performance Assessment (DeMPA) tool, which has been utilized in over 100 assessments across central and subnational governments. This tool evaluates strengths and weaknesses in public debt management, covering areas such as governance, strategy development, coordination with macroeconomic policies, borrowing and financing activities, cash flow forecasting, operational risk management, and debt records and reporting. Additionally, Ian has contributed to the development of the International Monetary Fund's methodology for operational risk management in government treasury and debt management operations, including business continuity and disaster recovery planning.

In collaboration with PEMNA, we have recently published "Cash Management and Optimization" under the 2021 PEMNA Treasury CoP In-Depth Research. This publication, co-written by Coşkun Cangöz, Ian Storkey, Deuk-Jong Bae, and Johan Redelinghuys, provides valuable insights into cash management.
