The history of Waterloo Park dates back to the time when Susquehannock and Piscataway tribes hunted and had seasonal camps in the area. The first European settlers arrived in the 1700s, seeking religious freedom. The land passed through several families, including the Talbots, Dorseys, Howards, and Weems, who owned slaves and farmed the land.
The land was eventually purchased by Theodorick Bland, who named it "Blandair." The property changed hands several times over the years, with various families living on and farming the land. In 1937, Henry and Lillian Smith bought the farm to raise Arabian horses. The Smith family resisted efforts to sell the property for development in the 1960s.
The landscape around Waterloo Park has changed over the years, with the development of the town of Columbia by James Rouse. Despite the urbanization of the surrounding area, Waterloo Park remains a green oasis for visitors to enjoy outdoor recreation and nature education.
Howard County purchased the property after the death of Nancy Smith in 1997, and began developing it into a park. Today, Waterloo Park is a historic and scenic destination in the heart of Howard County, offering a glimpse into the area's past and providing a peaceful retreat for visitors.

"The park is great. There are bathrooms but there was no water access today, probably because of the parasite warnings."
"This is a nice park but could use some revamp. The slides are nice but it’s lacking a good set swings. It’s good for kids up to 12 as the height of the monkey bars are tall enough for people up to 5’ 6”. The sliding handle bars are very stiff and need a running start to really get them moving. Lots of places to learn including a guide of the solar system and the ASL alphabet under the slides. Lots of open space and nice bathrooms. Apple maps said to prepare to find a spot to park even though there are a good dozen spots in front of the gazebo with tables."
"We loved that the majority of the playground was actually shaded in the morning and early afternoon! The children's mural is beautiful and a great backdrop for photos. Also, my son and I enjoyed walking the half mile paved path through the wooded area, going over the bridge, and seeing the streams. A great place to spend some quality outdoor time!"
"Small playground at the end of the road. Has courts, a pavilion, fields, a playground and a small scenic trail. The trail is paved. The playground could definitely be updated."
