Lilly Park boasts a rich history, having been established in the early 1960s as a greenbelt dedicated to the city alongside the El Dorado Park Estates housing tract development. Thanks to the collaborative efforts of local residents and the non-profit organization, Partners of Parks, the park has blossomed into a vibrant recreation area. In 1988, these community champions raised funds to enhance the park with play equipment and benches, a project supported by the Department's Matching Funds Capital Improvement program.
In 1991, the park further expanded its offerings with the addition of a playground, made possible through the matching funds program and a Partners of Parks grant. This playground was thoughtfully updated in 2005 with new equipment to ensure accessibility for all visitors, as part of the Americans with Disabilities Act plan using CDBG funds.
