"Can't go in I was passed an application thru the door dropped it off and nothing they was the beginning of the week SMH"

"I gave a realtor named ORLANDO MOORE $3200 on June 16th, 2018, with the impression I was moving into a 2 Bedroom on Stevens ave. in Mount Vernon. This gentleman, Mr. Moore gave me a receipt with the apartment address and 3200 in total given with a balance of 1600.(I did go view the apartment on June 16th as well.) I liked it so much; I initially gave him a deposit for it that same day. We had agreed that I would give him the other $1600 once the keys and lease were available to sign. Mr. Moore has been giving the Landlord and me the “run-around” since July 1st. At this point the landlord never received any money and rented the apartment to someone else. I went to the Police station in Mount Vernon last week Thursday, hoping they can help me. The office stated that because I was given a receipt, I’d have to take Mr. Moore to Small Claims court. But isn’t this considered theft of services? At this point he’s stolen my money. He’s not answering the phone; all my calls are going straight to voicemail. And again Mr. Moore has had this money since June 16th. I’m so distraught; I don’t even know what to do, I truly felt like he stole this money once the landlord stated he never got paid on the first of July. It’s not like I can replace that money. Not to mention this is also the 3rd time (in a row) this has happened to me. There were 2 other realtors aside from him in the past 5 months that did the same thing, promised me an apartment, took my money went out of the country and then gave me an extremely hard time to get it back. There all “licensed” realtors. (Sharon's Realty, Radio Realty and Mr. Moore). This is the first time I haven’t gotten the money back. I have proof of everything. I don’t know what to, please help me with some sense of direction. I'm a single Mother with 2 kids. I'm also a Civil Service worker, working 2 jobs."
