Welcome to the NYC HRA Field Office, your local government office dedicated to serving the community of Manhattan, New York. Conveniently located at 122 East 124th Street, we are here to assist you with a range of services provided by the New York State Office of Temporary and Disability Assistance (OTDA).
New Program Launch: Summer EBT 2024
Starting in 2024, New York State will introduce the Summer EBT program, designed to support low-income families with food benefits during the school break. Most eligible children will automatically receive these benefits, but some families may need to apply. We are here to guide you through the process and ensure you receive the support you need.
Fair Hearings
If you believe a decision regarding your case by a local social services agency is incorrect, you have the right to a Fair Hearing. This is your opportunity to present your case to a hearing officer from OTDA. Following the hearing, OTDA will provide a written decision, which may require the local agency to amend your case if necessary.
Protecting Your Benefits
We are committed to helping you safeguard your benefits. Learn about common scams targeting EBT cardholders and discover how to protect your benefits. In case of electronically stolen SNAP or Temporary Assistance benefits, we can assist you with the replacement process.
Enhanced Security Features
Take advantage of the new lock/unlock card feature to secure your EBT card and protect your benefits from potential theft.

Reviews
"This place is very negligent. They never handle Any complaints that I’ve Complained about. They do not care about people with mental health."
"THE DIRECTIONS ARE ABSOLUTELY WRONG. If you notice the sign says Con Edison. The HRA office is 2 blocks over and 1 block down. 1 block past the Salvation Army. Im wondering if this "mistake" was done on purpose to make it harder for those who need help...like myself and my family. super confusing and shame on google for letting this go on!!!"
"Heligar from the interview phone line for the recertification process was absolutely amazing. Super helpful, informative and friendly. The only customer service representative that was able to help me out that day. She was able to solve my issue right away. She deserves a raise & acknowledgment for her excellent customer service skills."
"On the phone with them for 4 hours suddenly they respond they search me up in the system tell me to wait 3 minutes. 50 minutes later hung up on me. Never called me back. And this has happened twice before"
