Welcome to the Office of Council Member Carmen De La Rosa, proudly serving the vibrant community of District 10 in Manhattan, New York. Located at 618 West 177th Street, our office is dedicated to advocating for and addressing the needs of our diverse constituents.
Carmen De La Rosa, a lifelong resident of Inwood and an immigrant from the Dominican Republic, brings a rich cultural heritage and a deep commitment to justice to her role. Her journey in public service began long before her election, fueled by her passion for supporting the most vulnerable in our society.
Elected as the State Assembly Member for the 72nd District in November 2016, Carmen has been a tireless advocate against racism, xenophobia, and economic injustice. As a progressive Democrat, she has championed causes such as criminal justice reform, workers' rights, affordable housing, tenant protections, climate justice, and LGBTQIA rights.
Carmen's notable achievements include successfully negotiating and passing the New York State DREAM ACT and establishing the groundbreaking Excluded Workers Fund (EWF) with an allocation of $2.1 billion. Her efforts have been instrumental in securing robust tenant protection laws for her district, which boasts the highest number of rent-stabilized apartments.
In June 2021, Carmen made history by becoming the first Dominican woman elected to represent District 10 at City Hall. Her leadership continues to inspire and drive meaningful change for her community.

"There is absolutely no traffic enforcement in the district. People almost getting hit by cars daily."
"Inwood has a severe littering issue! City trash cans get stolen? I've witnessed this twice on the Academy St & Sherman Ave intersection, where 4 City trash cans just mysteriously disappeared. Littering ends up in catch basins and causes unnecessary floods when there's heavy rain. Inwood needs more City trash cans, if possible on every intersection, and the trash cans need to get mounted into the ground to prevent them from disappearing/getting stolen. There are too many out in the open drug dealers & "their soldiers" just lounging on the sidewalks. It's crazy how comfortable and just out in the open they are (they openly display their prices on white boards and even have "OPEN" signs), doing what they do, which is illegally selling drugs. How is this okay?! There's a drug "gang" on every single street in Inwood and there are shootings on the regular as a result of these turf wars between them. The double parking is out of control! Matter of fact, the double parking is so out of control in my street, which isn't even a main street, that it even creates traffic jams, which also creates excessive honking. I do not understand why the NYPD is not fining for this. There's also illegal drag racing and "donut driving" happening in the middle of our residential streets, where there are also schools with children present. Scooters are driving on the sidewalks while pedestrians are walking. An enormous lack of safety in the Inwood streets, it's a shame! Illegal fireworks happen too often, especially during and long after every 4th of July. Continuously from late night hours going into the early morning hours, making it impossible to get a decent night's rest before work. 311 reports don't help at all as NYPD closes them within minutes. Again, I don't understand why there is no fining happening here by the NYPD, it's illegal fireworks! Too many "popped" hydrants in Inwood during the summers. Not only is it a severe waste of water, it also lowers the water pressure for possible FDNY emergencies. Hydrants will be left running for days, for merely an hour or 2 of people actually using the water per day. It’s also hindering pedestrians who can’t walk by without getting splashed, as it is hindering for vehicles passing by. Just because “it’s always been like this”, doesn’t mean it’s actually okay. Lastly, the noise pollution is beyond insanity in Inwood! Unfortunately there are too many inconsiderate members in this community who do not respect their fellow (working) community members' peace & quiet during workweek late night & early morning hours. It is extremely disappointing that there is such a lack of decency and respect for each other in this community!"
"Parking in the Washington heights is a travesty, the whole area is basically a parking ticket factory. Parking attendants are extremely biased in targeting visitors while local drivers gets away with the same offence at the same time"
"Hello! Can you work to ensure DOT re-paves the roads on Fort Washington Ave, Pinehurst and Cabrini blvd asap. We are all breathing in the gravel for 2 weeks now and air quality is bad. This is potential health hazard. Also that sanitation sweepers clean 187st. btw Fort Washington Ave and Pinehurst Ave. It’s so filthy! The sweeper trucks haven’t come by in years. Hoping also local restaurants dismantle their street seating as it has not been necessary for a while now. There has been a increase in rats. So much that there is weekly rat road kill on 187st btw Fort Washington Ave and Pinehurst. 3 dead rats today. Something has to be done. I believe this is because of the street dining permit. "Don't think I can the councilman or his staff. They are missing in action. They don't answer their phones, when you leave a message no one returns your call. How is the city going to come back if the leadership is completely unavailable? Minus one star. Help!"
