"Spoke with Joe Davis from Healthix. He falsely tells me that if you opt out on their consent form that your PHI will not be sent to Healthix. I have been falsely told this by the 5 other HIE'S in NYS also. Do not let them fool you. The HIE consent forms have NOTHING to do with your PHI being sent to a HIE. The consent form ONLY has to do with the sharing of your PHI that is automatically sent there by your doctor WITHOUT your consent! Do not let them fool you. They will lie to you in order to pacify you! My doctors have also lied to me, telling me that they are REQUIRED BY LAW to send your PHI to the HIE. This is a lie also. HIPAA gives you the "right" to request that your doctor not send your PHI to a HIE, but it is up to your doctor whether or not to agree. So in reality it is an illusionary "right"."

"Terrance O'brien from this company and Patricia Bowles from catholic charities in brooklyn nyc 191 Joralolimon St. shares information about clients without permission or knowledge of clients I have personally asked clients whom have been enrolled in healthix were not aware they had been enrolled or even what healthix actually does. The poor people of color are being targeted and exploited by healthix. An investigation by the justice department is needed. Terrance O'Brien is currently being investigated by a private detective, when the report is done this writer will report again on this forum"
