"Complete run around. roundabout answers on questions .transferred my phone call five times without answering questions. bureaucracy at its best. actually rude people on the phone half of them. I think most the money that the federal government gives to this organization is used in their offices. I don't know what percentage actually makes it to the people that need it. For every dollar they give out they probably charge 10 that is my opinion ."
