He wasn't able to for us, and then still charged us $300 for the hour consult. His receptionist had told us that he "definitely did things like this," which led us to believe that he was actually going to build a case for us, rather than just charge a consulting fee. Also, his office was inflexible about doing a phone or skype consultation, even though they knew we were driving from two hours away."
