"If you're visiting laughlin this place is right across the river (right across from the Harrahs) and is worth the visit! It's pretty hidden but the inside is very cute. The servings are generous and there is a large variety of flavors"

"We stop in every time we visit from LA. The river is worth the trip as it is, but now the best shaved ice ever is in Bullhead City. They also have coffee, ice cream and other delicious items. I usually get a 16oz and they have so many flavors to chose from. The shop is always spotless, and don't get me started on how unique and cute the decor is. A must stop on the way to/from/through Laughlin/Bullhead City. It can be a little tricky to spot if you are driving fast, but there is a "Express Water & Ice" stand that is visible from the street. That is where you turn in and park in the small lot."
