"APCWD has done well in the past providing good water but now wants exorbitant rate increases for the next five years and take away all included water! The proposed rate hikes are way too high. Rates are already high and these increases impose an unfair burden on everyone. There just isn't any excuse to jump sewer rates from $41 to $57.50 over the next five years and base water rates from $30.50 to $49! Recent tax income has increased to about $300k but 100% of that goes to the fire department and nothing for water! Recent information suggests fire department activity is utilized possibly as much as 90% for traffic accidents on Highway 18 and homeowners are paying for services mostly rendered to tourists passing by with the funding cost subsidized by tax revenue that should be at least partially used to keep water rates down. An internet salary tracker in 2018 shows APCWD manager Norman Huff as of that date earning over $100k and others earning $85k and $59k. These earnings seem quite hefty for the tiny water district. Water rates on the mountain continue to be exorbitant with nearby Running Springs being a chief offender when it comes to sky high rates. Apparently APCWD now wants to change course and follow Running Springs with staggering costs to homeowners and build a bigger better bureaucracy expanding to the detriment of homeowners. The old fashion notion of fiscal constraints and imposing budgeting at APCWD is in danger of being replaced by a policy of continually increasing revenue on the backs of the tiny community of Arrowbear itself. Residents are encouraged to protest against these gigantic rate increases. The proposed standby charges are ridiculously inflated. Make APCWD live on a budget just as we have to!"

"The supervisor, Norman, is extremely rude, uncaring and unwilling to work with anyone. We received a shut off notice (our mistake) while we were not home one day, and the following day our house flooded with over 2 inches of water. We had to spend the entire day and following night pumping water out of our house and trying to find emergency fans and dehumidifiers and weren’t able to get online to make a payment. Obviously it is our responsibility to pay our bill, but we have never requested this before and when we explained the circumstances, he still refused to wave the $30 “dispatch fee.” Regardless of the fact that our payment was made BEFORE the water was shut off or anything had to be done on their end. This ridiculous fee was still charged to us, simply because they had to put our name on a shut off list in case they would need to send someone one street over from their business to shut it off. It’s pretty much just a way to charge unnecessary fees for something they didn’t even do."
