"I hired Ken for a bathroom remodel, and paid $6,033 in multiple checks. He never provided a W9 form and when I asked him for it, he said that he filed his taxes early and was "maxed out" so he refuses to provide me with his TAX ID information. I asked why he did not claim my $6k income, because then he would put the check information in and ask for a W9, and he said because I did not send him a 1099 first. I asked why he did not provide me a W9 when I paid him back in August, and he said because I did not ask. Now that I am asking it's "too late" even though taxes are due in October. Sounds like a convenient way to not pay income tax on money I paid, and screw me over in the process."
