"In response to Williams comments, The runways are under ATC control. The plane on the runway more than likely had the option. You need to brush up on tower controlled operations. The pilot or pilots would have been only talking to tower not other pilots. I would like to know how you knew there was a student & instructor in the plane. You must have x-ray vision for 1900 ft at 90knots. Beside if you were on downwind you more than likely not cleared to land just yet. Been flying out of Waukesha airport for the past 12 years. I have yet to experience any kind of situation like the one described."
