"-It has roaches infested in many apartments -they are increasing the rent every year - they were paying water, sewer and trash but now they want the residents pay it through RUBS programs ( ratio utility billing system) It is the method of calculating a resident’s utility bill based on specific factors such as occupancy rate or apartment square footage and then billing the tenant for their share of utility use, This method is unfair because the residents will not pay their actually use of water as electricity and gas bill because there will not be meter for each apartment - it is smoke free area but the residents still complain about smoke and drug smell . I don’t recommend this apartment"
