"Tenants move in apartments that are not freshly painted and never freshly painted. Bathtubs are never reglazed or repainted. Small repairs are completed quickly. Some parking areas are overrun with weeds, and trash bins are never cleaned. Cockroaches can be seen in areas. The complaints fall on deaf ears."
