"This "Protect and Serve" administration cares little about the horse being tortured by standing in a metal cage where he can't move. Perhaps they don't think it's abusive. They must not know much about horses. The second killer of horses is founder,. and the horse will surely founder if not allowed to walk about and get blood into his hooves. He will DIE and then the public outcry will be loud and long. Just go get the poor animal released, HUH?"
