"These people sit there and tell you all the things they can't do for you. Things that other states and counties can and will do without question. And then you just give them a few minutes to think it over and they'll find a way to do whatever is. They really expect you to drive away in an illegal car just because they don't feel like typing today when the issue is outside your control and only they can shuffle the papers that need to be shuffled. Someone needs to start welding on the dozer."
