About the Business
The Institute for Behavior Change, located at 120 East Uwchlan Avenue in Exton, Pennsylvania, is a nonprofit organization specializing in Intensive Behavioral Health Services. Founded in 1997 by Licensed Psychologist Steven Kossor, our model of IBHS is funded by the Medicaid EPSDT mandate at no cost to parents. Our dedicated staff work with children and families to build hope and courage for a better future through therapeutic interventions addressing challenging behaviors.
With decades of experience in providing in-home and in-school treatment services, our staff are the preferred providers in several Southeastern Pennsylvania school districts. Our services are free to families regardless of income, and we strive to provide up-to-date information on community-based treatment delivery and behavioral health insurance funding. Our Assessments, Treatment Plans, and Outcome Measurements are continuously updated to support advocacy for children.
Our founder and Executive Director is recognized as an expert witness in Federal court regarding mental health treatment and behavioral support for children. We offer consultation services on funding, treatment outcome measurement, and behavioral treatment planning to parents, professionals, attorneys, and advocates.
Our treatment programs combine evidence-based Applied Behavior Analysis principles with wraparound practices, resulting in significant improvements in behaviors within a short period of time. Our clinical staff, including licensed Psychologists, Professional Counselors, Board Certified Behavior Analysts, Behavior Consultants, Mobile Therapists, and Behavioral Health Technicians, receive top-notch supervision and training.
We offer face-to-face services in Southeastern Pennsylvania as well as telehealth services, serving children in Bucks, Delaware, and Montgomery counties, and by appointment elsewhere. If you are looking for intensive behavioral health services for your child, download our Referral Form and let us help you on the journey towards positive change.

"Good place to work"
"The owner is a self-indulgent ego stroker who will condemn anyone who doesn't happily stroke his ego while he spoonfeeds you how proud he is of himself. He proudly talks about his method of working medicare to maximize his own gains while minimizing any questions that contradict his "my way or the highway" attitude. IBC is essentially the strawman for what is wrong with mental health."
"I was referred to this agency for services for my son. Long story short no one has any ideas what's going on or what their doing here. The agency lead us around for almost three months before saying oh we really can't provide those services because of the insurance. I spoke with the owner, complete waste of time! He literally spent more than twenty minutes telling me how he's the best. Yes, I kid you not, he's the best and we won't find anyone better than him. However being the best he couldn't answer any of our questions and then blamed the issue on a staff member who had since quit. DON'T waste your time here, go to another agency!!!!! No one had any idea what their doing or what's going on. They will give you the run around for months & then blame something else because their clueless!!!! Biggest issue is my son could've been receiving the help he needed, instead that was delayed due to this Agency!!!!"
"I was very excited to start. The training was decent but you could tell they really wanted you to start as soon as possible. Staff was friendly and easy going from what I noticed. However, I told them that I was going to leave the agency, giving them a month or more notice. I wanted to leave earlier but they asked me to just stay longer to help them out... Which I did, I worked for about 4 weeks longer. Throughout that time they were accommodating. However, once you officially leave the agency, don't expect anything from them! Very disappointing to have your emails ignored by the staff and the director just for a recommendation letter. The emails were sent over 6 weeks ago and not a single reply from anyone. Very sad and disappointing. This shows that they are nice to you as long as you are on board, once you are out they don't care to provide even the slightest help. I am embarrassed for them."
