"Management is terrible. Rent is now $1,275 for a 2 BR/1 BA with no improvements. My refrigerator has serious issues and moans loudly every hour, and you can’t adjust the freezer temperature. The water smells horrible and has black sludge on the aerator. You have to buy your own air conditioners. The dishwasher and cabinets are ancient and need replacing. Sewage comes up in the tub. The windows are drafty. The floors creek. And you can hear your neighbors talking on their phones or their kids running around. Management is discriminating and tries to make you miserable enough so you’ll just give up and leave. They don’t enforce their own rules and policies. David Watters is a real estate agent from NJ. He and his parents who live on the property care more about their own wallets, not the tenants. Don’t be fooled. While the location is nice, nothing else is. Slumlord, indeed. David Watters preys on tenants who make complaints. Old property with frequent plumbing and door security issues. Snow removal is ridiculously late and minimal. This winter will be terrible. If you complain for any reason you are targeted and harassed. Can’t even be bothered with putting up a sign when the washing machine is out of order for a week. They spend more money in landscaping in trying to make the outside look appealing while letting plumbing leak and the main doors not close or lock properly. Tenant safety matters not. His padded wallet is his only concern. Rip off artist. He should ne ashamed of himself. UPDATE: After COVID they now require a min 700+ credit score, AND their rates skyrocketed from $1100/1200 avg to $1600–1900 without any improvements! Still no AC in units, outdated appliances (rusty dishwashers and refrigerators with broken pieces full of dust in the back), and they still do not adhere to their own pet policy requiring all dogs are to be on a leash and their waste picked up by owner! Tenants still smoke pot in the buildings and leave the rear building doors open/unlocked 24/7. David will pay a fortune to evict you without a notice and then steal from you as you are rushing unprepared to carry out what you can without notice. They harass and target disabled persons and take advantage of their disabilities. I am glad I left when I did. The cameras are only there to monitor staff who live on the property. Plenty of crime there. Check the Seymour PD records for a list of all sorts of complaints. The owners are based in NJ and are millionaires. They are lazy and look for easy targets. The entire family is foul-mouthed and money hungry. Do your diligent research and stay away! Colonial Manor Apts in Seymour, CT is not safe, run by slumlords who prey on the innocent and thieve their way to being rich. Don’t let the exterior or photos fool you!"
"I rented an apartment here for 2 years and always had good experiences with David, Bill, and the other tenants in the buildings. Quiet, private road, great neighborhood, thick walls, and quick maintenance responses when necessary. They always checked with me before entering my apartment and made sure my dog would be okay or gone during the time. I only left because I wanted to rent a house. I wish David rented houses because I would keep renting from him if he did!"

"This was by far... the worst apartment I've ever lived in. When I signed my first lease, I was understanding that the place was small... and not updated. With that understanding, I expected that having things updated during my lease term wasn't a big deal. My refrigerator, my oven range, and my dishwasher were all seriously outdated and according to my father (a licensed electrician) that the way they were all wired was a serious fire hazard. It was like pulling teeth to have everything replaced, so over three years they were, but it was HELL trying to get them to do anything. I'm still trying to figure out why my rent when from $595 a month to $675 before I had anything fixed in it. (by the way they're renting my apartment for $750 now.) When I originally signed with them, they were under different management, and during that first half a year, I had no issues. The new landlord, David Watters is a completely different story. He's rude and does not know how to deal with people well. He definitely does discriminate against certain dogs. (pits, shepherd and husky) So take that pet friendly mark with a grain of salt. David also seems to think that going into your apartment when you aren't home is something of a norm. I personally do not like the idea of having someone in my personal space when I'm not there. My dog probably would not have liked that prospect either. Every time there was a need to get into my apartment, David would try to pressure me to let him enter my house without me home, after I explicitly told him I wasn't comfortable with that, and would continue to pressure me about it. It made me seriously uncomfortable. After my ex moved out, I needed the locks and deadbolt changed, David decided that he would just use an old lock and deadbolt from a vacant apartment, (which jammed three days later.) I was responsible for paying for the locksmith to drill the deadbolt off my door, and was told by my landlord "you're lucky we aren't charging you $30 for a new lock" like it was my fault... and after I had just given them the $30 for the one that jammed. Snow removal was another hellish experience.... Obviously we're in CT and snow is already a pain.... but I've lived several places where its done in a timely manor.... ITS NOT HERE. The landlord is unreachable during a snowstorm and the guys he's hired for removal are no where to be found... It was pretty ridiculous. The only upside is that the grounds are beautiful and its real close to everything in town, but seriously... that's it and had I known that before I signed my first lease, I would have looked elsewhere. I've lived in some slummy places before, and I would have happily lived in those places again, over this joke... Hoped this helped"
