"There has been some dispute, over the exact location of the point where Ohio, Pennsylvania, and the part of Virginia, now West Virginia; actually come together. The actual point, according to various records, and a Court Case; was determined where the First Surveyor-General of The United States, drove a stake, and officially determined exactly WHERE the western meridian border, of Pennsylvania should be; and as determined previously, by Agreement of The Commonwealths of Pennsylvania and Virginia, determined it should be; and on the North Bank, of The Ohio River; Where Virginia's possession, of The Ohio River, began; and Where the River left Pennsylvania, and the Northwest Territory began. This was at the North Bank, of The Ohio River, in 1790. This was important, because conversion of The Ohio River, into a reliable, navigable, River; by the construction of a system of Locks, and Dams, "awarded" the portion of The State of Ohio that was submerged; to West Virginia, and Kentucky. This was also true, of Indiana, and Illinois; and they may have also been parties to Ohio's Suit, of West Virginia, and Kentucky; in Federal Court. The Supreme Court ruled, that since this was an artificial submersion; Ohio had been wronged, and established the border, between the Three States, at the North Bank, of The Ohio River; at the mean line where the water met the land, and as it existed, in 1790. This is why the northern border, of West Virginia, and Kentucky, "wanders" back and forth, where Ohio, is involved. More Importantly; this Survey, which also includes the "Seven Ranges" Survey, in Ohio; was the first time modern surveying techniques were ever used, according to The National Association of Surveyors. These techniques were later used, by The Surveyor-General's Office, and were used in various surveys in the Northwest Territories, such as The Congress Lands, and later, by The U.S. Geological Survey, which evolved from the Surveyor-General's Office; and is the Final, and most Reliable, Authority; as to where everything is, in the United States, of America; and how high it is, above Mean Sea Level. The techniques used here, were later used by The British Empire; in the Survey of India, and across most of The World."
