"I only come here once a year to complete my LIHEAP application. The waiting process has improved but the place itself is tiny so the line is outdoors and very hot in the month of June. The hours for LIHEAP applications is pretty restrictive. It's a bit away from where I live and would love to have a closer one. They used to be in Waimanalo. In all honesty, we should be able to do this application online and scan our documents. Also, we shouldn't have to bring the same legal documents every year if we've done the process before unless there are changes. The entire process would be much more efficient if the whole thing could be switched to doing online through the government website and only come in person if needed. Aside from the above mentioned, the HCAP program has valuable programs for low-income families that I did not know about prior to last year. But for what we were able to take advantage of, specifically the weatherization program, it was a huge financial relief for our family and they were very compassionate and caring throughout the process. They blessed us with a new energy efficient refrigerator and updated our water heater to a solar powered one, and updated all our light bulbs and faucets. I recommend this program for any family struggling."

"This HCAP office has a great group of staff members. Who are so helpful and patient. I go here every year for LIHEAP enrollment. When I live in town with 2 locations closer to me, I still travel over the mountain to kahaluu"
